Getting a car relicensed.

I've just purchased a car from my friend, and the car registration has been expired for over 4 months.
We've done all the transferring process, but DPI sent us the form back, with a letter attached stating..

Thank you for your Notification of Change of Ownership for the above mentioned vehicle.

It is indicated on the notice that you purchased the vehicle on 13 April 2010 and the License and Third Party Insurance policy expired on the 8 December 2009.

Third Party Insurance cover extends to 15 days after the expiry of the license provided the license renewal is effected within 15 days.

Under the provisions of the Road Traffic (Licensing) Regulations 1975, if the vehicle license has expired the number plates must be returned within 3 months of the license expiry.

If it is your intention to have the vehicle licensed it must now be presented for and pass an examination. A permit is required prior to the vehicle being examined. Please either attend your nearest Depart for Transport Licensing Centre or telephone 13 11 56 for further assistance regarding this matter.

If you do not intend on licensing the vehicle please arrange to return the vehicle number plates as soon as possible to any Licensing Centre where you will be issued with a plate receipt verifying that the plates have been returned.

Please retain the notice returned to you as you will required to produce proof of ownership should you wish to license the vehicle in the future.

So brothers, sisters, do any of you know what should I do?
Should I bring my car straight away for examination? Or should I return the plate first?

先退牌照，车子拿去洗一洗，去验车。然后除非很新的车，不然不可能一次过。拿着report 再找人修好他要你修得那些东西。
